At the center of the battle between independent-minded commissioners and Mr. Cuomo and his aides were two hard-charging legal professionals: Personal Injury Law E. Danya Perry, a former federal prosecutor who was the panel’s chief of investigations; and Regina M. Calcaterra, a former securities lawyer who, as the commission’s govt director, routinely conveyed the needs of the governor’s office.
